Educational Qualification
Candidates must possess either of the following:
- Chartered Accountant (CA), CPA, CFA, ICWA, or any recognized professional accountancy qualification with 5 years of post-qualification experience in Finance & Accounts.
OR
- MBA (Finance) with 15 years of post-qualification experience.
Experience Required
- 5–10 years (as per walk-in advertisement).
- Relevant post-qualification experience in finance and accounting.
- Experience in Government projects, Public Sector Undertakings, externally funded projects, or ADB/World Bank-funded projects is desirable.
Preferred Experience
- Knowledge of ADB financial management procedures and policies.
- Experience heading Finance & Accounts functions in Government organizations.
- Exposure to externally aided projects (EAPs).
- Experience in healthcare projects or public sector financial management.
- Exposure to internal and statutory audits.
Key Responsibilities
Financial Management
- Establish and maintain project financial management systems.
- Develop accounting systems and Chart of Accounts (CoA).
- Implement financial management manuals and action plans.
- Ensure compliance with ADB financial management guidelines.
Budgeting & Financial Planning
- Prepare annual budgets and work plans.
- Forecast project funding requirements.
- Monitor fund utilization and expenditure.
- Coordinate with Finance and Health Departments.
Fund Management
- Manage project fund flow and treasury withdrawals.
- Maintain banking arrangements and liquidity.
- Process withdrawal applications as per ADB guidelines.
Accounting
- Maintain books of accounts, ledgers, vouchers, and cash books.
- Ensure accurate financial reporting.
- Finalize annual financial statements.
- Maintain accounting software and documentation.
Internal Controls & Audits
- Prepare monthly expenditure statements.
- Conduct bank reconciliations.
- Coordinate internal and external audits.
- Monitor compliance with audit observations.
- Visit project sites for financial monitoring.
Statutory Compliance
- GST, TDS, Income Tax, Registrar of Societies filings.
- Ensure compliance with applicable financial regulations.
Reporting
- Prepare Quarterly Progress Reports (QPR).
- Annual Project Financial Statements (APFS).
- Financial Management Action Plan (FMAP) reports.
- Financial reports for Government and ADB.
Other Responsibilities
- Support procurement activities.
- Asset management and annual verification.
- Conduct finance-related training programs.
- Coordinate with Government departments and project stakeholders.
- Assist in implementation of other externally aided health projects.
